1. Environmental Protection - Ecological Aspects of the Development of the Port Area
Introduction
The past few years have been characterized by great progress in environmental protection. The regulations have become increasingly strict trend that in a crisis economy, Vessels have become a focus of attention as a source of pollution incident: 1), sewage, harmful, hazardous and undesirable substances, 2) air contamination, waste and garbage, smoke, gases, noise and particles, ballast water, and paints and dyes with hazardous.
From the other side, measures are being undertaken on the land both in legal regulations connected with the behavior of vessels in the port and also on the port authorities in their responsibilities for environmental protection.
Current Situation
Supervision and protection of the marine environment in the territorial waters of the Republic of Croatia are performed by the following:
• the Ministry of the Sea, Tourism, Transport and Development,
• the Ministry of Environmental Protection, Physical Planning and Construction,
• the Croatian Register of Shipping, specialized institutes, and accredited crisis headquarters.
The Ministry of the Sea, i.e. the Directorate for Maritime Traffic, Transport, Maritime Domain and Ports, through the inspection supervises of the safety of the vessels at port authorities, performs surveillance of pollution from vessels, enforces safety measures and imposes penalties.
The Ministry of Environmental Protection, Physical Planning and Construction performs inspection surveillance of the sea regarding impacts of pollution on the land.
The Croatian Register of Shipping, in connection with the protection of the sea from pollution from ships, certifies vessels and equipment, tests ships and equipment, and supervises the state of the ship and its environment.
Specialized institutions on the local area, performs the cleaning of the sea and coastline in the event of pollution.
Crisis headquarters at various levels are in charge of preparing plans in the event of the pollution of the sea and organizing and implementing cleaning campaigns.
2. Legal Frameworks
It is indisputable that our entire action must be regulated by harmonized rules and legal frameworks, which in our case are represented by the: National Environmental Protection Committee (MEPC) as the umbrella institution for the protection of the sea from vessels, concluded implementation of the Barcelona Convention, the plan of operation for Agenda 21, directives of the EC and the Council of Europe, activities at the physical to sustainable development and protection of the areas of Open Zone Management. This book consists of selecting articles or parts in the sense of preparing detailed plans for the implementation of actions, measures and tasks, the implementation of interventions at strategic ecology, reclaimed financial improvement etc, measures and adaptation of components of endorsed measures, in the sense of trial, monitoring and assessment of the results for the effective and efficient achievement of the goals.
3. Principles and Measures to be Followed
Preservation of the quality of the environment with the rational use of natural resources represents one of the most basic issues in the further technological and economic development of the country. The main goals can be qualified as: preventing pollution of the air, sea, coast and protecting safety.
Protection of the sea environment should also include the implementation of the relevant recommendations of the MEPC and the Standards for Training, Certification and Watchkeeping for Seafarers (STCW) conventions, with the occasional validation of equipment approved by the authorities and the constructive supervision and control of new equipment on the boat.
Minimizing the consequences of the pollution of the sea environment will be achieved by procuring the assets and equipment for cleaning the sea area under concessionaire equipment, installation of necessitated basis on the ports, placing the barriers, not cable operation of vessels, first week of places in the case of the pollution of the sea environment and the better implementation of practical exercises. The success of the interventions also depends on the safety of the vessels, safety of operations in handling passengers and vehicles in the port, the manner of handling waste in - from ships and motor vehicles in the port, participation vessels in first water - and engine, oil, engine systems.
As a measure to improving environmental protection the first priority, especially in Dubrovnik, which has an even number of visits by various vessels, we consider it necessary to impose the supervision of the technical working order of the vessels to the port authority supervisor, and use additionally to the operational inspection at the Ministry of the Sea. To make checks that are in actuated in transparency.
Furthermore, to achieve a shift in the ongoing program of environmental protection, it is necessary to facilitate the effective disposal of waste materials for, example no solids, harmful, hazardous and undesirable substances, sewage waste, garbage and trash and significantly improve the knowledge, training and visibility for all manner and aspects concerning the care area of the Port of Dubrovnik.
Environmental Protection Measures
Environmental protection must be included among the highest values of the project of the Port of Dubrovnik, and key commitment to its operating standards.
In the complex of the area of the Port of Dubrovnik, environmental protection depend on the general level of protection and in this applying should be followed, equipment for the permanent protection, protecting pollution, technical and technological equipment, and a support system.
For our harbor, in addition to the tasks outlined, it is also a necessary to coincide a movement study, and naturally, in accordance with the study:
• to study movement on transportation for the dismantling and embarking of passengers and goods,
• to study degree of harmful pollution as a consequence of the operations of vessels,
• to study the distillation and air energy, acoustic ranking, movement in the air of a large number of vehicles, in order to devise fewer guest cars and projects for the contest in the Port of Dubrovnik, and to determine how to reduce the level of pollution according to the requirements in the embodying of all port and other operations This is highly indicative, since an average of approximately 1,200 passengers are being disembarked from the Port of Dubrovnik, who presently also take some of the options of road transportation from the above, it is clear that a preventive and corrective approach to the problem of the protection of pollution in the Port of Dubrovnik should be to orient forward towards the sources of the generation of pollution.
A lesson of pollution in the Port of Dubrovnik can occur due to the handling and spillage of waste water, liquid, ash and similar from ships, and so a clear attention must be directed on the control of operations and the stipends of such waste.
The provisions for environmental protection from the: International Maritime Organization (IMO) Convention as well as the Law of the Sea and the Sea Traffic and Maritime Domain Act shall must be implemented, in conjunction with its operative provisions. At the area of the Port of Dubrovnik, specialized regulations must be met for the comprehensive assessment of procedures for collecting oil from the surface, various devices, equipment, material, and a system for alternating information in order to be effective it should be mentioned that at the city of Dubrovnik does not have a solution of its stocks at low waste which represents a great problem. The use of deposits in Tivat in big and the intermediate of them as me are not to sufficient guarantees.
The operative tasks of the Dubrovnik Port Authority during the next period can be summarized as follows:
• to update the operative plan in the event of incidental contents particularly while in the Port of Dubrovnik or directly in the Gruž bay and its surroundings
• to determine and maintain the minimum and necessary and adequate equipment for the battle against pollution in the port area, the sea basin and the coast
• to have the vessels to use specific space equipped with special equipment in the event of the internal handing on of waste
• maintaining port plants constantly with the county area environmental protection plans,
• in cooperation with the county and city administrative bodies, to central or support a contract with specialized company which possesses a technological and personnel vessel in situation characterized by emergency or accident
• in harmony with the dynamics of the construction of the harbor, to perform the expansion and integration of a sewage system for the port area with in the utilities system of the city of Dubrovnik.
Remedying of Pollution
Removing oil material precipitates encompasses the tools and agents and the fuel and prevents the spread of pollution. The procedure for holding and remedying the pollution of the sea and coast depends on many factors but it is necessary to achieve the prompt and complete reporting of an incident, the type, characteristics and range of the polluter from meteorological conditions accessibility of the location of the incident and a general clear user on how to approach this incident.

The equipment that protects the sea from waste and oil spills is associated by a contracted specialized company as it follows:
• vessel with a built-in canister and a maximum length of the vessel = 5 m, maximum speed = 5 knots, 18 HP outboard motor, a 0.5 m3 capacity for floating waste, or more if convenient
• floating protective curtains of a minimum length of 300m,
• absorbent polyethylene belts of 15 cm x 3 m of a minimum length of 50 m,
• 1 high-pressure pump for cleaning dispersion – 150 l/m
• 1 motor pump for mixing – minimum capacity 3 bars, filling time for zone of dispersants,
• portable pressure sprayer with a minimum capacity of 50 liters for the application of dispersants to polluted areas,
• portable equipment – minimum absorption of 0.5 t), of hydrocarbon dispersant.
