INTER-PASS


INTER-PASS – Intermodal Passengers Connectivity between Ports and Airports (INTER-PASS) is project approved under the program INTERREG ADRION. The project has started in January 2018 and it is expected to be finished in December 2019. Total project approved budget amounts to 1.498.568 EUR out of which 85% is co-financed through ERDF fund (European Regional Development Fund). 
Project will be implemented by 8 project partners and one associated partner from Italy, Croatia and Greece. Project partners are as follows: Dubrovnik Airport, Dubrovnik Port Authority, Airports of Apuglia, Southern Adriatic Sea Port Authority, Pula Airport, Pula Port Authority, Technological Educational Institute of Epirus – Research Committee, Corfu Port Authority S.A. and associated partner Venezia Terminal Passeggeri S.p.A.
In the Adriatic-Ionian Region there are many maritime cities which have to deal with a very high number of passengers during the peak season and in which cruise tourism is an important factor of regional and local development. However, most of these "homeports” for cruisers&ferries are suffering from lack of integration within various modes of transport, especially with regional airports.
The overall objective of INTER-PASS project is to enhance the intermodal connections between ports and airports in the Adriatic–Ionian Region in order to improve the processing of passengers, mainly cruise tourists and travellers reaching tourists destinations located on Adriatic and Ionian costs during the peak season. 
The project will produce 3 concrete outputs:
1) Cooperation networks on intermodal and multimodal connectivity between ports and airport located in Adriatic-Ionian Region. The network will be the place where partners and other stakeholders will exchange knowledge on innovative solutions (techniques, methods, operating codes etc.) that could be easily and successfully adapted in Adriatic-Ionian context.
2) Action plan for each territory which will define solutions to be tested and implemented in involved cities. The testing of 4 identified solutions to be implemented in Dubrovnik, Pula, Bari and Corfu during the summer 2018 with the objective to concretely speed up the tourist processing between ports and airport.
3) Elaboration of a joint Integrated Strategic Plan for multimodal passenger transportation between ports and airport to be shared with other ports, airports, and authorities located in Adriatic-Ionian Region.
Project Kick off meeting was held in Dubrovnik at 30-31 January 2018 where project partners were introduced and project activities, timeline and deliverables discussed. During the project life cycle, it is expected that additional 4 meetings will be held together with one international conference which will be held in Bari. All meetings will be accompanied by press releases and conferences.
We hope that besides mentioned project objectives, the project will contribute to future colaboration between program partner states involved and better understanding on the issues regarding air traffic and maritime connectivity.

Context
Low level of integration among different modes of transportation and insufficient investments in sustainable and low-carbon transportation technologies are characterizing several regions in the Adriatic area, which is a highly touristic destination especially along the coastlines of Italy and Croatia; the touristic flux is mainly conveyed by ferries and planes, without significant connections with other modes of transportation and neglecting the crucial issue of environmental efficiency across the Adriatic Sea. 

Objective
The overall objective is to improve the integration of Adriatic ports and airports with other modes of transportation in order to enhance the processing of tourists in the Adriatic Sea; furthermore, the project will concretely contribute to enhance the environmental sustainability of coastal transportation services. Project activities and outputs will contribute to a higher coordination among Italy and Croatia in the development and implementation of integrated passengers transportation systems and intermodal connections, reducing disparities and creating opportunities to implement new and smart solutions to solve identified problems in tourists’ transportation.
Specific objectives: 
Identification and analysis of replicable solutions and environmental assessments
Testing of smart operational and technological solutions and evaluation of their transferability
Creation of networking opportunities to spread out the gained knowledge towards other ports and airports

Expected results
Identification of suitable solutions to lowering airports/ports environmental impacts and to improve intermodal connections with other modes of transportation that could be easily adapted in local contexts of entire Adriatic area 
Detailed environmental assessment of involved ports/airports 
Realization of 2 Join Action Plans: one for intermodal passengers transportation from/to ports and airports and one for a sustainable airport and port management
Testing of 6 new and smart solutions in area of Pula, Dubrovnik, Rimini, Ancona, Pescara and Bari that will produce concrete results in terms of feasibility, effectiveness, costs-benefits, level of satisfaction of passengers, environmental performances and sustainable management of ports and airports. 
Elaboration of a cross-border technical manual with all identified and tested solutions and practical indications on how those solutions could be successfully replicated 
Technicians and operators (also from other airports/ports) will be informed and trained on how to adapt and use tested solutions (4 cross-border trainings and Cross- Border Forum).

Low level of integration among different modes of transportation and insufficient investments in sustainable and low-carbon transportation technologies are characterizing several regions in the Adriatic area. The Croatian and Italian Adriatic coasts are rich of touristic destinations, which are reached by millions of tourists every year. Even though the road transportation is still predominant, the number of tourists that are reaching Adriatic towns and cities by ferries and airplanes is significantly increasing. Unfortunately, most of Adriatic ports and airports are suffering from lack of connections with other modes of transportation, causing serious traffic congestions problems, especially during the summer seasons. In addition, the majority of ports and airports facilities are lagging behind the EU average when it comes to sustainable environmental performances.

The main objective of ADRIGREEN project is to improve the integration of Croatian and Italian ports and airports with other modes of transportation in order to enhance the processing of passengers during the summer seasons and to improve environmental  performances of the Adriatic maritime and aviation systems.
In order to do that, the project will implement a set of structured activities based on transnational and cooperative approach. The main idea is to identify and analyse a number of existing operational and technological solutions that can be easily transferred and adapted by involved ports and airports. The partners are not interested in inventing new solutions as there are a plenty successful models and schemes implemented in other parts of the world that can be replicable also in the Programme area. Once the solutions have been identified and analyses, the project partner will test the operational and technological models on their facilities so as to improve intermodal connections and to put in practices new schemes for a sustainable management of ports and airports. The objective of the testing phase will be to demonstrate the feasibility, the effectiveness and the replicability of the identified solutions. The last but not least intention of the project is to disseminate the results of tested solutions so as to explain also to other ports and airports how the operational procedures and technological innovation can be successfully transferred and used. These objectives will be reached by producing several outputs:
 1) International investigation on best solutions to be transferred on Adriatic coasts;
 2) Environmental assessments of involved ports and airports;
 3) 2 Joint Actions Plans: intermodal measures and green and sustainable actions to be implemented;
 4) 6 testing of innovative solutions in involved territories;
 5) Technical Manual on identified practices;
 6) Cross-Border Forum of Green and Intermodal Ports and Airports to present solutions, explain benefits and share recommendations for new strategies.

Green and intermodal solutions for Adriatic ports and airports - ADRIGREEN is a project approved under the INTERREG V-A Italy Croatia CBC Programme 2014-2020. 
The programme is funded by the European Regional Development Fund under the European Territorial Cooperation objective during the programming period 2014-2020.
The managing body of the Cooperation Program is the Veneto Region, Italy. The national body of the Republic of Croatia coordinating the implementation of the joint programme with other participating countries, is the Ministry of Regional Development and European Union funds. 
The project has commenced in January 2019 and it is expected to end by January 2021. The total budget approved for the project amounts to 2.104.217,00 EUR, 85% of which is co-financed through the ERDF fund (European Regional Development Fund). The project will be implemented by 10 project partners.

The project Kick-off meeting was held in Pula on the 5th- 6th of February 2019 where the project partners were introduced and project activities, timeline and deliverables were discussed. During the project life cycle, it is expected that 4 additional meetings be held, as well as one Cross border forum. All meetings will be accompanied by press releases and conferences.

REMEMBER PROJECT: REstoring the MEmory of Adriatic ports sites.Maritime culture to foster Balanced tErritorial growth 


REMEMBER overall objective is to promote the shift toward sustainable tourism and blue growth in the Programme area through the valorisation of the important maritime cultural heritage of 8 Adriatic Italian and Croatian ports sites - Ancona, Venice, Trieste, Ravenna, Rijeka, Zadar, Dubrovnik, Split - of which 4 are Unesco sites, as a driver for more competitive and balanced development paths. 
The joint valorisation by the 10 project partners, with cross-cutting competences and multidisciplinary experiences, of tangible and intangible cultural heritage is expected to enhance the capacity of involved territories to generate added value from the full exploitation of the cultural asset and from its integration in the cultural, tourism and social policies. 
REMEMBER project aims also to increase the attractiveness of local economies through the use of ICT for the digitalization of cultural contents, differentiate the touristic offer to reduce the tourism seasonality, and create new and qualified jobs linking digital and cultural competences. Cross-border collaboration among partners is intended to jointly face the challenges that are endangering the integrity and the same existence of the Adriatic maritime cultural heritage: mass touristic flows in peak seasons, deterioration of relationships between ports and cities, environmental pollution due to ordinary port activities, loss of common traditions and culture not sufficiently valorised in local development strategies are the most important. 
Main REMEMBER outputs are: 8 virtual museums for the digital representation of tangible and intangible heritage in each port site, to improve accessibility to cultural contents to several typologies of visitors (low season, disabled, senior), the CB Adriatic Ports Cultural Network for the joint valorisation of Adriatic maritime heritage as a single destination also beyond the programme area, renovated/outfitted port historical buildings and rooms for their valorisation for touristic purposes in Venice, Ravenna, Trieste, Zadar, the setting up of cultural touristic itineraries in Ancona and Dubrovnik improve the accessibility and usability of port cultural heritage, the collection and systematization of common maritime cultural heritage. REMEMBER innovative approach, supported also by local and regional authorities in culture/tourism sector through LOI, develops from the centrality of Adriatic ports in leading and stimulating the social, cultural and economic development of related territories and from the opportunity to create sustainable approaches to tourism starting from the common need, foreseen by law, to ensure preservation and management of cultural heritage in port areas. The cross-border cooperation enhances the efficacy of project activities allowing the exploitation of the multiplier effects of institutional cooperation among partners and the joint dissemination to the same target groups, represented by cultural and tourism public and private bodies.
